I know nothing specific about BMW fork bushings, however, the top bushing should be a sliding fit on the fork tube. Not knowing what the tolerances are, were this my bike I’d take the old bushing (along with my dial calipers) to a dealer and compare the ID to a new bushing. That wkould answer your question definitively.
